Jim Fitzgerald (Role: Program & Systems Engineering Consultant)

  

Mr. Fitzgerald has over 30 years of defense and commercial engineering experience and is currently the President of STS. During his career, Mr. Fitzgerald has held technical, supervisory, program engineering and program management positions with STS, Textron Systems, Zoll Medical, SenTech and Sikorsky Aircraft.


Mr. Fitzgerald has extensive experience with weapon system development, design and integration. His experience includes air-delivered guided weapons, ground based area defense weapons, and cannon/mortar delivered projectiles. He has a long history on technology related programs working collaboratively with US DoD development laboratories and engineering centers. He is well recognized for his expertise in military sensing systems for ISR applications as well as those utilized for weapon fuzing and fire control. He has led sensor design and sensor signal processing algorithm development for a broad suite of military applications. 


Mr. Fitzgerald received his B.S. in Mechanical Engineering from Tufts University and his Master of Science in Acoustics from The Pennsylvania State University.

Mark Litchfield (Role: Electrical Engineering Consultant)

  

Mr. Litchfield is Principal Electrical Engineer at Specialized Technical Systems, LLC (STS). He has extensive experience in the development, design and analysis of military and commercial electronic systems. He has expertise in many fields of electronics, including analog, digital, communications, mixed-signal and ultra-low power systems. He has extensive experience with electronic power sources, electrical power management and regulation. He also has expertise in circuit isolation for conducted and radiated electromagnetic interference including designs compliant with MIL-STD-461 and MIL-STD-464 standards. Mr. Litchfield has designed a variety of Electronic Safe and Arm Devices (ESAD) for weapons systems that passed DoD safety fuze board certification. He has worked on many major DoD programs from conceptual proof-of-concept through full-scale engineering and manufacturing development.


Mr. Litchfield holds a B.S. in Electrical Engineering from the University of Massachusetts, Lowell.

Kevin Kelly (Role: Software Engineering Lead)

  

Mr. Kelly is Principal Software Engineer at STS with experience in the design, development, testing, and fielding of embedded software systems for a variety of DoD programs and commercial products. He has experience with the software life cycle from concept to requirements, design, implementation, debug, and test including enhancements to address customer’s further needs. He has expertise in unattended surveillance systems, control systems and MIL-STD-1316 compliant Electronic Safe and Arm devices. He has designed with a variety of Microprocessors and Microcontrollers ranging 8-bit to 32-bit DSP and ARM processors. He is proficient in C, C++ and an assortment of assemblers. From an interface perspective, Mr. Kelly has developed software/hardware interfaces with many sensor and radio communication systems.


Mr. Kelly holds a B.S. in Mathematics from The University of Massachusetts, Lowell.

Michele Burke (Role: Office/Contracts Manager)

  

Ms. Burke is the Office Manager and Contracts Administrator for STS. Ms. Burke is a Professional Program/Proposal Coordinator with wide-ranging experience in the management of Federal Government agency compliant contracts, proposals and deliverables. She is fully proficient in Department of Defense Federal Acquisition Regulations and as such ensures that STS fulfills the contract deliverables and reporting requirements associated with all programs.


Ms. Burke holds a B.A. in Business Administration from Middlesex Community College, Bedford.
